The Penguin is a TV show. The Joker is a series of two movies ranging wildly in critical and commercial success. There is clearly a market for Batman baddies in standalone pieces of media.

Of these, I thought the Archer might look interesting.

I chose the character King Tut. I believe he would be an interesting person to watch in a movie or a show, mainly because of the Psychological issues with his character. Having a split personality as a legitimate simple minded history professor and when struck on the head or any other type of trigger, becoming a dangerous and maybe even murderous predator on a mission to formulate a particular time where Kings ruled and worshippers neglecting personal dignity honoring and obeying their master. Delving into a time where anyone who disobeyed the king would be "slayed" or "tortured" I believe that script would be great. Then thereafter a sudden loss of memory being interrogated at a police station on a possible murder rap and an insanity plea from his attorney Ha Ha! I know, I've got some imagination huh...Looks like a job for Batman Lol

The Riddler was always my favorite Batman villain, even over Joker and Penguin. I also liked Victor Buono's King Tut.
I picked Riddler, got 100% similar! A lot of one-shot baddies on this list. I would have selected The Mad Hatter over any of the also-rans.

I take it George Sanders and Eli Wallach were in the last years of Batman. I only remember Otto Preminger playing Mr Freeze.
I actually liked Otto Preminger as Mr.Freeze and his portrayal was very good in my opinion. He was only in two Batman episodes but he had the look, the accent, his physical appearance made me admire him fitting into his character very well in my opinion. I also liked George Sanders as well. He only played Mr. Freeze in only two episodes as well. His sympathetic portrayal in his character was good too . Eli Wallach was too clownish as well as over the top boisterous.
