The Penguin is a TV show. The Joker is a series of two movies ranging wildly in critical and commercial success. There is clearly a market for Batman baddies in standalone pieces of media.

The Riddler was a minor villain in the comic books. It was Frank Gorshin’s portrayal that made him popular. I’d like to see a movie about him but only if he doesn’t talk like Ace Ventura.

Victor Buono was great in whatever role he did. He twice played Beatnik Bongo Bennie, hanging out
with the real life Max Lewin at his legendary coffee house Chez Paulette, on 77 Sunset Strip.
He always killed on the Johnny Carson Show reading his poetry.
