I like this episode, mainly because of the speculations that he was a member of the Q Continuum. Q being one of my favorite characters on Star Trek:TNG. He certainly fits the mold of that type of being.
That said, there is another race of beings he could also have been, also from TNG, and that is a Douwd. Douwd's(at least the one on TNG) describe themselves as being "immortal beings of disguises and false surroundings." They also seem to have the same type of powers that members of the Q Continuum have, but Douwd's just seem more independent, and not connected to some overseeing "Continuum."

William Campbell also played the Klingon Koloth on the original Trek and and Deep Space
Nine. He was an excellent actor and should have had a better career.
