The 70s isn't the best decade for this experiment. Many of the "popular films" you've listed--including Jaws, Chinatown, Heaven Can Wait, Network, Love Story, The Towering Inferno--were nominated for Best Picture. And several Best Picture winners from that decade--Rocky, The Godfather films, The Sting--were wildly popular. The "popularity" category is being introduced today because general audiences have never heard of most recent Oscar nominees, let alone seen them. The Academy is desperately trying to give viewers a reason to watch the awards.
